There were two nieghbors I was very good friends with as teenagers and young adults. One is a female, and we were very close. since I've been in my mid 20s, they have both begun to ignore me whenever I see them. But I always say "Hi", and do sometimes wonder what I did to them to make them want to ignore me. Eventually I decided that some ppl are just like that, and there could be any number of reasons why. who knows what madness lurks in the back of a person's mind?

I actually did this to someone a few years ago, basically because I was a douche bag, and maybe I still am, anyway... she was upset because there was no logical reason behind my action, It was just a stupid thing. So she was frustrated, hurt, angry, which is totally understandable. That would be the normal reaction to something like that. She also thought that she did something wrong and kind of blamed it on herself.
Even though later I apologized and tried to assured her that it wasn't her fault at all, it was because of my immature and stupid mind, she forgave me but she didn't forget and never trusted me again.
That's how a sane person would react to a stupid gesture like that.

If you two were friends for somewhat of a long time, then you should be able to communicate with the friend.
My reaction would be to ask that person what is wrong, let them know that I noticed that they were acting a little strange towards me or appeared to be ignoring me.
Then I would attempt to resolve any issues.

Well, if they "pretended" to ignore me, then I guess it wouldn't bother me. But if they did really ignore me, then I would wonder why, approach the person in a mature manner and address the issue, and if things don't turn out good, then I'll move on with my life. No biggie!!

Pretended ignoring could be done to spare me something, while actual ignoring had to be done to hurt.
In both cases, it would alert and intrigue me and I'd have to ask,..."Why?" of the friend.

I would ask that friend directly what is going? If no valid reason was given, I would ignore him/her the same way.
