Just be a good friend and tell them that they are great to talk to and that they have a lot to offer people. Tell them good things that other people have said about them. Bring them places where there will be people and force them to talk and be outgoing. But remember, in the end, it's their life and it's totally up to them.

I originally misread the question, so you could advise your friend to take the following advice.

I'd suggest you practice talking with people you don't know. Go into stores and ask about the products they sell--but don't become a pain in the neck. You could even go to your library and ask the reference librarian questions. The more you speak with other people the easier it should become. As to gaining confidence, start focusing on things you do well. Also, you could research topics such as etiquette so that you will know how you should treat other people. Internalize this material. As to parties, you may never feel truly comfortable. You could try approaching a party as role playing or acting-- thus making it more of a game. Good luck.

Let them talk in front of crowds. Tell them to imagine everyone in their underwear. Don't think about negative things only positive.

And try to get them into different social situations and help them feel comfortable there.
I went through a faze like that and my uncle helped me get over it. One of the things he did was: we were working outside in cut-offs and tank tops and we got hungry. he took me to this fancy schmancy restaurant just like I was...for lunch. They weren't going to let us in at first, but my uncle somehow talked him into it.
I was so embarrassed, but he said to me" be comfortable...in any situation. people are all just people".
I dunno, somehow it helped me, but you know....everybody's not me.
