I have a PSP 3.02 OE-A, and I was wondering how do you download gba roms onto it?

Don't I need a BIOS or something like that?

First get the emulator spgp. Then, unzip it in your computer and transfer the 2 folders to GAME150 folder under PSP folder.

Then put the roms in the ROM folder in one of the the 2 unzipped folder (I forgot which one, it's already in one of the folder).

To run the emulator, select memory stick in PSP Game menu and select the program to run.
