You need to get to level 2 to use them.
And they just mean you either agree or disagree with the answer the user has given.

Thumbs down basically means for some reason or another you are dissatisfied with the answer given by a person. There are thumbs up and thumbs down icons on the right by each answer, just click on them and that will give your rating.
