The hair on your head does stop growing it just has a uch longer anagen (growing) stage than body hair.
Body hair has an anagen stage of between 5 and 15 weeks and head hair has one of up to 15 years this is why you can shed so any head hairs but not go bald.

I agree with April about specialization. Hair is made up of dead cells and since your body is always growing new cells, your hair, nails, and skin is always "growing" or "shedding".

Individual specialization.... how come the skin on the bottom of your feet does not look like the skin on your nose? Same reason.
