Or, if you prefer, how is democracy served by Congress refusing to discuss the proposal to send 21,500 more troops to Iraq? Are there more pressing issues on their agenda? If it is a good example of democracy at work, is democracy still something worth exporting?

There are no reliable stats for civilian deaths. It is unlikely that the corpse feels any better by virtue of which sides bullet got him. Death rate post occupation is even higher than the death rate under sanctions. Responsibility for this rests with the occupiers.

Lets talk about innocent corpses in Iraq.
Iraqi civilians killed last year by ISLAMIC Terrorists-16,791
Iraqi civilians killed collaterally in incidents involving Americans

So who is killing these innocent civilians and should they be stop.
I know you like to focus in the 225 but there is a bigger problem.
Discussing teh proprosal would be great but that isn't what the democrates want. They want this non-binding resolution to cripple our efforts.
Tell me 1 war we have had boots on the ground and having Congress trying to run the war.
Can't think of one because it happen in the Revolutionary War.
Our framers saw what a disaster it would be to have Congress run the show.
Yet I will leave it up to Muslim terrorist supporters to do your best to have them come here again.
Supporting the troops and not the mission is like supporting firefighters and not let them put out fires.

Democracy is not really a thing that can be seen, how so many people fall for an idea that has been described as "not perfect" even by the best advocates is beyond me. Its all a cabal of like minded people split up into two groups. If there were no Americans in Iraq there would have been no killings.
