Piscis:
I have written and self published two books. Browse to Publishers & Agents. Many publishers out there. They will tell you how to send your manuscript and also what kind of stories they handle. I sent out many, many and got three answers to the negative. One took three years to answer. This is why I went the self publish route. Be very carefull, there are bad guys out there trying to get as many of your $$ as they can for nothing. Check (Warnings & Cautions for Writers.) Also, my books are listed on the net in Amazon and others and in three years I have sold not one book this way. The only way to sell books is with Book Signings. If you decied to go self publish, contact me and I will help for no charge.

Check out the Writer's Market in your local bookstore. It has a huge list of publishers you can send your manuscript into. Also it may help to pick up the latest edition of How to Get Happily Published or another similir book. Those two books are the perfect place for you to start.

You can write first, but risk having publishers not being interested. It is better to secure some guarantee (at least an interest) from a publisher. So, write out a proposal including an outline/design. This will guide you in the course of writing and more importantly, show your publisher if it is worth his/her while to invest in your dream.

Write your book first, edit it for grammar and spelling.
Research which publishers would be interested in a book in Spanish - see link.
Send a copy of your manuscript to them with return postage if you want it back. Enclose a letter explaining what your book is about and who the target readers are!
Consider getting a literary agent to represent you ( about 15% of what you make) to negotiate a contract.
