First you get a webhost. Preferably if you're starting out, a free webhost will do. www.freewebs.com is a good free one. Then, you should try to learn HTML. hypertext markup language is the laguage that codes for websites. You can find many books and online tutorials. Try www.lissaexplains.com. Then, to be a better web designer, you should also try to learn CSS, Adobe Photoshop, JavaScript, Flash.. That should get you started!

I make mine with microsoft front page, I publish it with ftp expert on a server offer by doteasy.com for free hosting, I pay 25$ a year for my domain name (yourname.com) and I have an e-mail go with it able to read on-line or with my e-mail software.
