Cut out 2 cardboard rectangles somewhat larger then the picture. Then cut a smaller rectangle out of the middle of one of them. Paint if desired. Use double-sided tape or sticky-tack to attach picture to solid rectangle. Use more sticky to place rectangle with cutout on top.

You can add more cutout rectangles with different sized cutouts to build up depth, change their colours etc.

If the mount is to fit inside a picture frame you can use the glass as a guide for the overall size the central cutout should be at least a centimetre smaller than the picture to to be mounted. Any art supply shop will sell a device with instructions to make the cutout or with care you can use a craft knife.use a small piece of masking tape to fasten the picture to the rear of the mask making sure it central then fasten the picture edges down with masking tape,VIOLA

Just to add to what the others said. I always allow a larger 'margin' at the base of the mount, this stops the picture from having the 'I'm about to fall out of my mount look',or from being 'square'.
