WRONG!

Dusty Rodes did have a stint in the WWE in the late 80s early 90s, though under the gimmick "common man". An embarrassing gimmick, but Dusty took the ball and ran with it. He had a couple of great matches with the "Macho Man" and with the "Million Dollar Man" during that time. Plus both of his sons are WWE superstars, to an extent. Dustin Rodes is better known as Goldust and has had mixed success in the WWE, including 3 times as IC Champion and a tag team title run with Booker T. Rodes other son, Cody Runnels, is currently stuck in Under-Card Hell in the OVW. Since both sons will be inducting their father into the hall of fame, this might give them a push to the main shows.

Also, I don't know about Savage, but the Ultimate Warrior has declined nominations to the Hall of Fame in the past.
