I'm not sure about the tail but you should take it to a reptile vet to get a check up and make sure it doesn't have parasites.
Make sure you have an 5.0 UV light, a heat source(NO heat rock they burn), water bowl and give it a bath everyday or so. Also you should be feeding it 45% leafy greens like mustard greens, collards, escarole, dandelion, and kale. NO lettuces!
45% hard mixed veggies like an orange fleshed squash(acorn,pumpkin,butternut,kabocha), green bell peppers, parsnips, peas, green beans, and yucca root. NO broccilli or cauliflower!
10% fruit like figs, papaya, mango, pears, berries and cantaloupe.
The need a basking temp of 90-100 and normal temp of 75-85.

Depending on the type of iguana you have, it can be perfectly normal as they mature. I had 2 Iguanas with raised rings. Also make sure her cage is clean and the heat lamps are keeping her environment warm enough for her. I suggest not heat rocks, sometimes they ten to get too warm for their sensitive skin and cause blistering.
