I'm a beginner so I need to start off with something easy. Internet downloads are really what I'm looking for. I just need something that is that I'll get the hang of it easily. Something that won't confuse me.

By "make music beats" do you mean "remix" or "edit"?

I started out using Acoustica.
Fairly easy...just import, cut, copy, paste and export as Ogg Vorbis or MP3.
7 day free trial.

I use Audacity occasionally, it's open-source (free) and has a lot of potential. You just have to download additional plug-ins and stuff.

As for samples, try ccMixter and Free Sound Project.

You'll find many more samples there and the chance to enter remix contests.
You'll have access to source samples (free) of songs that aren't released yet.
You can download Sony Acid 5.0 for free there, too.
Not the easiest to use, but once you play with it for awhile you'll see it's limitations.

cakewalk and fruity-loops are good. if you actually want to spend money, i recommend acid pro.
