A condo association is like a HOA (Home Owners Association) and is a form of government.

Think of it as a city within a city. You elect officers and managers. You can enact laws, tax and fine someone for not following the rules. If the association is improperly managed, you have to look to the owners who elected them.

Remember, you get the government you deserve. It is a bitter pill, but the truth.

Good Luck
