You can have sex when ever you like. But if you don't want to get pregnant i suggest you use contraception.

if you mean unprotected sex in order so you won't get pregnant...NO NO NO NO NO!
There is no such thing as a safe day.. you can get pregnant at anytime in your cycle, most women do not in fact ovulate in the middle of their menstrual cycle

Do you mean is it a low risk for pregnancy? Technically yes.
It it not safe from STDs! Use a condom!
