DSW. They have a huge selection, in a reasonable price range, and they carry some name brands like BCBG, Steve Madden, Chinese Laundry. Nine West has good shoes too.

High end, department,not payless unless you want cheap, plastic/pleather shoes that may last one season unless that's waht you are looking for.
