No, only in the US is 911 an emergency number. Most countries have their own emergency numbers. In Kuwait, it's 777. So you'll have to find out the number for each country that you intend to visit.

911 will get you the local police department, but I don't know if it is the same for those cities if you are in them. If you are not in one of those cities you will definitely not get the police.when you get to one of those cities ask what the emergency number is for the police. Or find it in their phone book.
