I already beat theelite four twice. I also ot the national pokedex because i caught 60 pokemon. What am i supposed to do now? lso why did lorelai leave the elitefour becuse i cant get in now.

I believe you either return to Cinnabar and go into the Pokemon Center there and find Bill who will take you to an island (most likely one of the islands that's already available) or go to Vermilion City's Port and take it there. Which one depends on what you did when you saw Bill before at Cinnabar Island. Afterwards I believe you have to find the Ruby gem which is I believe somewhere on One Island. Once you do, take it to the guy in front of the Network Machine and he'll give you a new ticket pass in order to get to the other islands. I haven't done this in a long long time so this is all from memory but I'm pretty sure I'm giving you pretty good info.

Yes, there's some silly process. You have to meet Bill in the last town (Cinnabar, I think) and then he gets you to the first island, from there you take a boat to the other two and after another mission you gain access to the other four islands. There are two more islands where you find Ho-oh and Lugia but they are only available through cheat devices.
