Yeah jasonahmed is right about the tickets. The only way I know how to get those tickets is going to a Nintendo Pokemon Event and trade with one of the people working there. Im not sure exactly who you trade with, but it has to be someone who works for Nintendo.

To get to Southern island, you'll need a special event ticket which is called the Infinity Ticket (according to serebii.net). By using this ticket at any dock, you'll go to southern island. There is nothing on Southern Island apart from a level 50 latias/latios (it depends on your version)

For Naval Rock, You need the MysticTicket from an event. Use it at Vermillion docks to get there. Keep going upstairs for Ho-Oh, or downstairs for Lugia (both level 70)
