What do you mean?
Format and reload or reinstall everything?
Before you attempt this, be sure you have backed up any files you want onto an external storage device like a flashdrive or external hard drive, and have all program CDs handy.
Be sure this is what you want to do because you will end up with a blank hard drive and will have to install Windows and everything else.
Then, open My Computer.
click the C: icon just to highlight it
click File
click Format

This is not reguar computereze jargon
so I'm at a loss as to what you mean.
I'll guess you mean restart, or reboot
because you're having problems restarting.

If you mean you've formatted the hard drive, and you want to do a clean INSTALL of a new operating system
you need a CD with the new operating system on the CD.

If it has frozen and won't restart hold the power button down for a few seconds and it will turn off

pop in the windows cd and boot the system up or if you have a restore cd, put it in and boot the system with it in. instruction will appear when you boot from the cd to run the setup on your computer.
