I have recently brought a new house and registered with the local water company. however I do not live in the house yet (its been a month) and it has been completely empty. Do I have to pay the water bill this month even though I haven't used the water?

I would check with your water company about this because I think it depends upon the area in which you live. If you have already paid to have the service but haven't used any water it seems as though you shouldn't have any bill. But, there again, it will depend upon your local water company. Some may charge a minimal fee just to have the service. Or ask them about turning the water off until you are ready to move in.

Have you received a bill? My water bill is based on usage. If I don't use any, I don't pay anything. Personally if there is a bill and it isn't a whole lot, I would probably just pay it to keep on good terms with my new water company. (But that's how I am) If you feel a bill is sent in error. You could call your water company and dispute the charges. But not living somewhere doesn't mean you don't pay something. If You were renting an apartment and moved in a month after the lease began, you would still have to pay the month you weren't in the apartment.

Yes you do unless the rules happen to be different than that of most cities. Call your water company and inquire. And if you move out have the water turned off immediately because one day late can mean you'll have to pay for the entire following month.

Call the water department. Some have minimum charges...In my community water bill includes trash pickup.

Yes. There is still the set up fee, utility tax, availability fee and maybe a couple of others.
