It depends on what is stated in the lease.I had one landlord who hired someone to remove the snow,one who had us shovel only our walkway out to the main pavement,and the landlord I have now requires us to do it all ourselves.
I would imagine the landlord would be responsible if someone fell on the sidewalk outside their apartment,but I wonder if they could then come back and sue the tenant if it was their responsibility and their negligence was the cause of the fall.I guess that would be a possibility,I'm not exactly sure.

In Pennsylvania: The person walking on the snow or ice is responsible for themselves. If you see snow and choose to walk in it, it is your choice. If you are a tenant and there is snow and ice on the entrance or egress to your living environment, you should remove it for your own safety. IT IS YOU THAT HAVE TO GO IN OR OUT. If the snow and ice is on a neighbors property, THE LAW SAYS THAT YOU SHOULD NOT GO THERE. Landlords, often take care of this problem, because it will cost them $2,000 when they are sued, just to hear the judge say to the person that have fallen; YOU SHOULD NOT OF WENT THERE, CASE DISMISSED.

Are you responsible for mowing the lawn and any other external grounds upkeep(raking the leaves, picking out weeds, etc.)? Unless there is an agreement to the effect, generally landlords have no further responsibility than to the inside livability of the premises(plumbing, heating, roofing, etc.).
A landlord usually can not be held responsible for the momentary impact of nature.

the landlord is responsible unless there is a WRITTEN lease that states " tenant is responsible for shoveling and spreading sand/salt and is compensated for it in the form of x----amount off rent....

Did you sign the lease without reading it? All of this information should be contained in your lease. Dig it out and read it. If you cant find it just ask for a copy from your landlord. Take care.

I would hold Rendell responsible. He is taxing us for everything he can and is trying to find ways to tax us on the rest. So hold him responsible. Tell him to get over there and get the sidewalk shovelled. He needs to lose weight anyway.
