People who drive aggressively with no regard for other drivers simply "think they are important". They have not discovered integrity yet. When they have an internal foundation of peace, love and joy they will no longer be "stupid drivers". Ditto for the cell phone users who reflect the same behavior...

I've observed that most bad drivers do not think they are bad. In fact they often yell and tease drivers who are driving safely and well around them under the false impression that they are observing bad driving technique because it is different than their own. Cell phone use while driving is often a thought of " well I can still concentrate on driving, I'm not dumb like those who cannot!" Mostly it seems to be false confidence and arrogance brought on by other self defeating behaviors in their life.

Some people think that nothing bad is going to happen to them. They live in a dream world until one day, it does. Then, sometimes they say, "I'll never be that stupid again." Hopefully they will mean it.
