NO .A leader in the form of a politician is required to head the Government, but a fool or not depends upon the people who elect him (the fool) to lead them.

Definately not. Unfortunately we will continue to have them as long as voters continue to vote irresponsibly for their own selfishness or stupidity and without any regard for the good of the country.
