A tip is a way of saying, " Thanks for the good service "
If the service is not any good, Do not tip..
In Costa Rica, the tip is added automatically to your bill.. This is why most of the service here is not very good. They will not go the extra amount and make your stay at a restaurant pleasant.

it is not illegal, but in london for example, waiters are paid a lot better than the waiters in the USA, so you should not leave as big of a tip. I just tip 20 percent no matter where i am, and when i'm in other countries i make their day. doesn't seem like a bad thing to me.

In the United States', wait-staff are frequently paid (legally) below minimum wage because it's assumed that a good waiter or watress will get enough money to put them over. My mother was the manager of a large restaurant a few years back, which is where I get this little tidbit.

It is not illegal but may be against the companies policies for staff to accept tips individaully and not pool them. If you are not sure, aske the waiter first if they are allowed to accept and keep them or if they are pooled. You wouldnt want someone to lose their job over such a small thing. Take care.

NO. It may be against a restaurant's policy or not part of the local custom, but I can't think that it would be illegal to accept a tip for good service anywhere.

I really don't know the legal side of this, but here in the UK I do tip if I think the service has been good. Though in some places I do check that a gratuity charge hasn't already been included!

In the UK it is legal but in law it belongs to the owner of the establishment so if they want to be nasty and I have known it happen they can take it off the waiter.
