She didnt cut all of it. She left a couple of strands that she had a sentimental attachment to. (Okay, I know nobody likes a smart ***. Sorry.) She cut it for the same reasons most people change their style--(1) it's easier to take care of and (2) variety is the spice of life.

She had a bad case of the crabs and since she doesn't wear panties she could not control the rate of them spreading. Thus causing her hair on her head to become infested. As we all know the only way to get rid of crabs is to shave one side, light the other side on fire and STAB them as they come out!!! ENJOY

I think it might be her way of showing that she's going to clean up her act and she wants to start off fresh. So she cut off her hair to symbolizes a new beginning. Maybe its something therapeutic for her instead of going to rehab.
She did check in and out of rehab in one day before she cut it, maybe it her way of treating herself.
