Here's the problem: No sound.
I used my Dell Dim. Resource CD and my correct driver is installed.
The light to my speakers is on.
When I turn the speakers on, there is power up sound.
When I go through the Hardware Option under Sounds and Audio this is what I see:
Volume: No Audio Device
Audio: No for all three
Voice: No, for both
Hardware: Everything is installed, working properly, volume good, etc., I couldn't see anything that wasn't installed or working properly.

I've been to the Microsoft Website to look for answers, as well as the web.

I have the most up to date software and I've used troubleshooters.

I'm about to rip out all of my hair...please save me before I go bald!!!

Well..you gave us little options as you have checked them yourself but let me suggest one thing. Uninstall all your sound drivers, restart and see if the pc will recognize the sound card. If it does it will ask you to install the drivers for it. Do so using your driver CD.
If that doesn't work, uninstall the sound drivers and go to your hardware device manager and from there delet any sound hardware you find then restart and see if it asks for the sound drivers.
Problem is, I am toooo far to come and help or I would've. Good Luck.
