How can I have an idea of how much a pair of new cotton pants will shrink? I need to make them about 1 sizer smaller, but if I go more than that than I am out of luck.

It's impossible to tell, really. It depends on what kind of cotton the manufacturer used, how they processed it, whether it was pre shrunk and the temperature of the water you use when washing. Chances are that they won't shrink more than one size smaller, but it's a crap shoot.

my best advice is to wash your pants in cold water. they will barely shrink
