If you want to impress someone and dig Prime Rib, Lawry's in Beverly Hills is a great choice. Not quite formal attire, but I would certainly call it fancy.
An under-rated choice that's more organic is The Inn of the 7th Ray. It's not as fancy of an atmosphere, but the food choices are "organic fancy".

Check out Arnie Morton's or Mastro's in Beverly Hills. Both are pricey, delicious steakhouses. Melisse in Santa Monica (on Wilshire) is another option.

If you want great food and great scenery...Admiral Risty's in Palos Verdes. Sea food , steaks, they have won awards for their Flank Steak and also for their Cioppino. $$$
I also recommend Tanino's in Westwood Village (Los Angeles) excellent dining. $$$$
