Yes. It has recently been moved back closer to the steps of the art muesem, but not at the top.

Actually I don't think the statue was ever at the top of the steps. For years, it was in front of The Spectrum. It's at the bottom of The Art Museum Steps along Eakins Oval. If you look at the steps from the bottom, it's to your right.
