its built into your router (kind-of)
you'll need to enter an IP address into your browser address bar to access it
if you have the manual for the router read it first... it will give you the default number and tell you how to go about setting up
if not search online for it

Go to Start -> Run
Type in 'command.'
Type in 'ipconfig'
Open your browser of choice. In the address bar, type in what was listed under 'default gateway' in the command prompt by ipconfig

Depends on the brand of your router. It might be http://192.168.1.1 or http://192.168.0.1
