If you are in the US, no, you may not. That is not a US brand and you must use a NHTSA-approved seat.
The Consumer Reports article was withdrawn because the tests were wrong, however CR has never been a good source for information on child car seats.
There are several wonderful seats for the US. The best seat for you would be dependant on your child and your vehicle. You want a seat that fits your child, and your vehicle, and that you will use correctly each and every trip.
Some seats are more difficult to use than others, some are nearly impossible to correctly install.
Some general guidelines:
- choose a seat with a 5 point harness
- choose a seat with a front harness adjuster
- choose a seat with low bottom harness slots, several mid-height sets, and tall top harness slots
- choose a seat with the highest weight limit you can find. 22 lbs is standard, and will get most kids to 6-9 months, however we're starting to see infant seats with 30 lb weight limits.
- for a convertible seat, look for a minimum rear facing weight limit of 33-35 lbs.
- for a convertible seat, pay attention to the top harness slots and the height of the seat shell because most seats are outgrown by height before weight. Get the tallest slots you can.
- For a forward facing or convertible seat, consider a higher-weight-limit seat. All seats in the US FF to 40 lbs or more, now there are many seats on the market that FF to 55-65 lbs or more.
-No booster seats before 4 years AND 40 lbs at the very minimum. They don't restrain the child, they just make the seatbelt fit.
-Keep kids in booster seats until they are 8-12 years old, and they pass the 5 Step Test (below.) This will prevent seatbelt syndrom from injuring or killing your child.
The 5 Step Test:
If you answer "No" to any of these questions, your child must be in a booster seat:
1. Does the child sit all the way back against the auto seat?
2. Do the child's knees bend comfortably at the edge of the auto seat?
3. Is the lap belt touching the top of the thighs, not the tummy?
4. Is the shoulder belt centered on the shoulder and chest?
5. Can the child stay seated like this for the whole trip?
BELT-POSITIONING BOOSTERS CAN NOT be used with only a lap belt!
(See your car dealer for a lap/shoulder belt retrofit.)

There's only two good car seats according to the story on CNN. Graco snug ride with EPS(impact absorbing foam). And the Baby tren felx-loc. The other seats they tested flew off the base. I have the Graco snug ride, it's great!
