It is a shootout between rival black gangs in London. Simple as.. The police fear searching them on the streets in case they are accused of being racist and gun crime punishment, and that of carrying a knife, is laughable. Anyone caught carrying a loaded gun especially in a public place without permission should be instantly jailed. No question.. no family background reports or bleating hearts... JAIL... too many people get off virtually scott free after committing serious crimes. Things have to change or we will become as bad as certain places in America. Also If the offender is an asylum seeker or illegal immigrant then instant deportation. If they do not fear consequences of carrying firearms then things will only get worse.

Shootouts, gang wars and fights over territories are not unknown in London for years. ever seen the film, Lock, Stock and Two Smoking Barrels? I still remember the case of the Kray Twins - found the aticle:

Rightly said in the article, as long as there's rapid growth and industrialization that cause overcrowding, filthy and poverty induced conditions and when people live have to cope with "squalid lives against a backdrop of numbing drunkenness, immorality, crime and violence,", then "robbery, rape and assault " and gangs wanting to rule the streets could happen. Only when governments do something to stop poverty stricken communities from mushrooming, then murder, extortion, thieving, drug peddling, money lending and prostitution could be completely become history. I think Singapore, which once had been a haven for crooks, gangs, prostitution, and crimes, is a good example of how it managed to clean up all its poverty stricken areas to get rid of crimes. Besides, they made a wise move by making sure that their criminals are not thrown back into the streets. And its reliance on "citizens' watch", rather than leaving the government to spy directly on individuals ,certainly worked too.

The papers are making these shootings appear as if they have happened out of the blue, when in fact shootings in London have been a big problem in London for many years. It is only now that they are being reported in national newspapers that it now appears as a major problem. I live in Tottenham (a rough area in London) and in the local newspaper there is always stories of black teenagers/young men being shot at or stabbed, so this is nothing new.

Shootings have been happening for a while, it's just that the media has decided that it's "Gun Shooting Reporting Week!" and have focused their attention on it.
Next week some small children will probably go missing for a few hours and the media will be getting us paranoid about our kids again.

It looks more sensational on TV than it is. It is like aircraft crashes. You only have a 0.0000000001% chance of it happening to you.
And it probably happened over drugs, so if you don't do them your chances of being affected are even lower.
