probably not. they way the ownership has it structured they will not be bringing in any high priced playmakers, which mean Clements will already be leaving. So they will be stuck with decent players, but never the best at the position. They need some help in the qb area as well, and losing Clements will hurt them defensively. They have 30 million in cap room this year, but being that they included bonuses in that number(while most teams stretch the bonus out over the duration of the contract) that isn't a whole lot to work with. so the Bills will stay a mediocre team that will pull some upsets but not be able to fight back into the superbowl.

Dude they lost to my Lions and anybody that has that happen to them sucks.... I know that the Cowboys did too and I think that it may be a different situation in that case... but no they will not in the next 5... give it 10.
