All these answers are great, the arch, the city museum, etc. There's also the Art Museum, the Science Museum. But...
St. Louis is a GREAT sports town...
Hockey, Baseball, Football...they have professional teams which usually interest kids in this age group. (I don't think they'll get into the casinos.)

St. Louis has a world class zoo. And a "must see" is the restored Union Station downtown. Also visit the arch down by the river. If you prone to the gambling persuation, there are casino's across the river in East St. Louis.

14-17 years old, things to do in St Louis. Lots of concerts. Free in the summer at Union Station.
Galleria shopping. Indoor and outdoor ice rinks, nice one at St Louis Mills, the blues use it to practice on, nice mall there too. Zoo is free

If they are more into hiking and outdoor stuff there is a State Park to the SouthWest probably a hour drive (I've only gone to there from my inlaws 2 hours south of st. louis and it takes us an hour to get there). But This place is called elephant rocks and it's super cool to just hike around and explore....the link is below.

St. Louis City Museum is lots of fun- for adults too. Definitely not your average museum. Then there's always the St.Louis Zoo if the weather's not too crappy.

No matter what age you are- go to the City Museum. What a blast! Don't let the name fool you. Everything is hands on, you'll burn lots of energy. They also have an aquarium there. My daughter can't get enough of that place.

The Central West End has plenty to offer teens-- they can get a look at Wash U students, there's lots of outdoor cafes for people watching, and shopping.
