While the answer to this question varies greatly with the climate, here are a few systems that are commonly used for their efficiency and effectiveness:
-Radiant floor heating - puts the heat where you want it
-Heat pump - very efficient in moderate climates as it uses ambient heat from a source outside the home. This source can be the outside air, or wells placed in the ground that squeeze the heat out and eject it into your house.

Avoid electrical resistance heating if at all possible. This is cheap to install, but operating costs will be very expensive for the life of the home.

Radiant electric Cove heaters.
Because by warming people and objects directly, they are much more effective at delivering heat.
Unlike convective systems (baseboards, forced air) they don't create heat stratification. The hot ceiling, cold feet effect.
By not moving air radiants don't circulate dust, pollen and mold. They are also virtually maintenance free.
Independent testing has shown that radiant cove heaters with zoned thermostats save 50% over baseboard electric, and as much as 30% over heat pumps.
I'm replacing my forced-air oil furnace with them.

Heat pump if you are south of the snow belt. Heat strip unit for north country. Consult a reputable dealer like Traine or Carrier.

SPLITS. They have almost an immediate reply; work individually for each room; can be programed in multiple ways. If you want to save some more energy, you can make them work some degrees separated (higher or lower) from ideal comfort conditions.
