yes to your first question, any organization is only as strong as its members, and since the U,S, was the main power that formed the U,N, and helped design its laws etc, yet won't abide by them , it makes others want to rebel also therefore weakening the very strength the U,N, was designed to deal with, for example the whole world has condemned Israel for their atrocities, and the U,N, has sanctioned them 72 times and the U,S, has protected them in every instance, they also attacked Iraq against the U,N, resolution , America has no business in Iraq now except under U,,N, supervision, the U,N, inspectors had said Iraq did not have W,M,D, but the U,S attacked , was it only to eliminate Israels enemy only??? they are the ones who insisted there were W,M.D. in Iraq, where are they??
as to your 2nd question, yes G,W,B, is trying to overpower the U,N, same as some of our other Presidents have , but,he is the most persistant,

Think about it. How many, what percentage of UN member states have never been democratic, some use the word but don't practice democracy, a good many are 'states' the size of maybe Pittsburgh and VOTE in a bloc, for example arab/muslim states. Non-democratic folks VOTING, imagine that.

I wish UN worked but it doesn't, not very well. It's almost as if it's a community formed to milk US taxpayers while nastymouthing the cow. Everything has a 'lining' but this lining is maybe pork instead of silk. Sorry about the barnyard references but I've been seening too much manure where UN's concerned.

It actually never had any power! Some nations only (ab)use that for a front and act by proxy. This was not very pronounced during the cold war. However, since Berlin things are coming up the horizon for us to see clearly. But dear friend the famous quote goes, 'international law is the vanishing point of jurisprudence'. Money and Military are the strength and poor nations look up to those having it - and international law vanishes in to the blue.
Think of what we hear now of international governance.

Of course we overpower them...because we pay close :. 70% of the UN expenss ... Money talk...people walk. A USA citizen pays more than 30% in Income Tax every year on their annual income...12% of it get spend at least from our beloved Goverment..to Suport financially the UN, feed and cloth the populations and Develop 3rd world undeveloped - run by Dictators- countries...for 30 years we do that...and GUESS what? still these undevelope Countries are Undeveloped...because the Dictators that run these countries...let their people sufer and in the end take the money and run...and people always blame the USA for their missfortune, instead hang their Dictators and bring some Democracy in their own Countries.

No, the UN is not powerless - it just choses not to actually do anything but talk - and pass resolutions that nobody pays any attention to. They have forgotten the power they have.

When the UN was first form, it was very, very effective...but it is full of blow-hard politicos today.

Basically, the United nations is an association of 192 member countries. But there is a speculation by certain asian countries that the entire legislative and financial powers are controlled by the United states.in other words, UN i s apuppet in the hands of the U.S.India also feels that it should be a permanent member of the council in view of its growing super power image.

The UN is about as effective as US congress. The president of the US is going to keep up with his own agenda and continue his plans under Executive Orders so no cogressional approval ill be needed.

Yes to your first question; the UN is not only powerless, but useless as well.

NO to your second question. Stop trying to find something else to bash Bush about. It's pathetic.
