spare bath has no shower head, had to clean apt. it just was not move in ready although the office said it was. very disappionting.

I hope you had the apartment manager sign the list. Otherwise call your city housing inspector. Yes you will have to pay the rent.

You moved in without paying in advance ?
Repairs take time,planning and money.
A shower head can go with you when you move,as persons have different preferences.
Keep after them IN WRITING ,with a list of repairs (signed as received by the concierge) & KEEP A DATED COPY .
Keep doing this-with the finished repairs removed-every rent day
until the last repairs are done.

Put your rent into a separate account at your bank & give your landlord the deposit receipt. Tell him that as soon as the repairs are done you will release the funds.

You can not with hold your rent for any reason. That is how all leases are written. they make sure they get their money first and customer service second and most times third.
