any time you unplug a mouse, it won't work when you plug it back in. goto the system properties and select hardware and then device manager. go down to the mouse. expand the catergory and highlight and select delete at the top of the window. you can do all this with the keyboard. to do it, hold down the windows key and press pause/break key. this opens the properties window. now use the arrow key to move to the hardware tab.hit enter to open it. when it opens, use the down arrow to go and select device manager, hit enter. use the arrow again to move down to the mouse and hit enter and it will expand. move down again to highlight it,. with it highlighted, use the arrow up to go back to the top and use the tab key to get to the delete, then hit enter to delete. it will then ask to restart the system. hit enter to do this. when the system reboots, it will find the mouse and reinstall all drivers for it.. also XP will sometime erase all drivers for hardware if it is removed from the system. try this first, unplug the mouse and reboot the sytem. you'll get an error if it works that the mouse isn't found. hit the key it says to continue. do this till you get the desktop up. use the windows key and arrows to shut the system back down and plug the mouse back in.

I hate mouses that you have to move on a pad, that is so yesterday lol I use a "Ball Mouse" works great and has never died. Though it may get dirty at times which is simple fix, just pull the ball out and clean, 4 seconds later, im back in business.

It's broken...or if it's a non-laser roller type it might just be filthy. You can clean a rollerball mouse by opening the back and cleaning the gunk off the gears under the ball.
If it's a laser mouse and you've tried rebooting, you're probably going to have to spend 10 bucks and get a new one

there is USB one million.0 and a couple of.0 standards, with 2.0 being backward nicely matched with one million.0 configurations. in case you have a USB 2.0 mouse that's going to be waiting to artwork in a USB one million.0 port on your pc, yet no longer the opposite.

I think you should buy a new one because if you fix the other one you might have more problems with it in the future.

If cordless, it needs new batteries. Otherwise, clean it really well and reboot your computer.
