If fuel pump is running and you are still not getting pressure you may have a clogged fuel filter or dirty fuel injection jets.

Normally it shouldn't run all the time unless the engine is running, when you turn the ignition on, the pump makes a short cycle to build pressure in the line. I'll bet if you crank the engine while the fuel line is unhooked the pump will start running as long as you continue to crank it. Different vehicles run at different fuel pressures, some around 13psi or so, and some up around 70psi, depends on the type of fuel delivery system on the vehicle. more than likely your Escort runs around 13psi, so there may not appear to be alot of flow, as long as it is steady it should be ok. Check and make sure that your filter is not restricting the flow. Most of the Electric pump vehicles, which is all of them now, have a pressure regulator in the fuel line beyond the injectors, so it keeps the pressure where it needs to be while returning the excess unused fuel back to the fuel tank. There should be a pressure test point in the line somewhere, more than likely near the top of the engine, (should look kinda like a tire valve stem) you can probably borrow a pressure tester from a local auto parts dealer and test to make sure that your pressure is ok, with ignition on, and while running. Hope this helps, good luck.

Have you checked the gas cap to make sure that it is sealed properly so that it is keeping pressure steady thought the system? A bad gas cap can cause a multitude of problems down the line. Make sure that it hasn't gone bad.

I know it sounds weird but I was told this by a mechanic, it has to do with pressure. Just a thought. It is one of the things that the dealership checked on my mustang when I was having some problems with it. Good luck.

You have got to purge air out of a new installation. Remove the gas line near the engine, and slip a hose over it and purge it into a gallon can for about 5 minutes.

your fuel pump should only run for a few seconds unless the car is running, doesnt sound like fuel pump problem at all, take to meccanic, or buy OBD and run a scan.
