I mean a site you can sign up to and create a blog and host your own blog on your own page..........

WordPress.
There are two ways to get WordPress:
1. You can get free WordPress account at http://www.wordpress.com and create blog there.
2. You buy your own domain name and buy your own blog hosting account. I host mine at http://www.bluewebhost.biz for less than $7 a month.

Blogger is the standard blog platform now days that you can use without needing your own site domain or hosting facility... I'm looking at Wordpress here! LiveJournal is another alternative.

I have a few blogs on there and they give you some really neat layouts that are really easy to use.
