the others are correct, it gained national popularity after the American Pie film franchise, but I heard a rumor it that it originated in Minnesota and Seann William Scott (Stiffler) volunteered the term to the director who agreed to use it in the film. and now its everywhere refering to a woman with kids(typically the same age as the person using the term) who is still quite hot and desirable.
A band called Fountains of Wayne had a song called 'Stacy's Mom' and the video featured former model Rachael Hunter as the mom of a 13 yr old girl, and it was about a pervy little boy who made nice with the girl because he was crushing on her mom."
