I think California has the best combination of outstanding public universities and desirable location.

The best campuses are Los Angeles and Berkeley, followed by San Diego, Santa Barbara, and Davis.

North Carolina. There's Duke, NC State and a couple of others. Doesn't have a lot of distraction too.

Definitely California, and if you live in-state the tuiton is reasonable for the public universities.
