Even if the billions of dollars were not being spent in Iraq the Bush administration would not be spending the money on people's health care. The money would be being used for more tax relief for the rich.

Health care is a private not government concern so given those two war. Although the money would probably be better spent on securing the border and investing in American businesses to create more jobs.

well, republicans want to keep health care a business in the US. Bush wants to make oil cheaper in the US and make it appear that we're safer, so he's spending money on the war.
