You are already doing things right. I am 25 and topped out at 195 or so before I started exercising regularly. It seems strange that you can't do one situp given that at my heaviest I could still do some.
Regardless, it's impossible to really "target" a zone of your body for burning fat, though you'd strengthen your abdominal muscles. The cardio--specifically your treadmill and pool routines--will be what burns fat and contributes the most to your weight loss at this stage.
1100 calories a day is a good range for someone trying to lose weight. The average male uses about 2,000 a day, and days on which you do your cardio-pool routine will boost that by quite a bit. You are already taking in less than you are putting out in terms of food energy: going much lower might make your body thinking it's being starved, with the effect of slowing your metabolism and storing every spare calorie it can as fat--effectively making things worse. At the 1100-calorie level, you don't need to reduce any more... just watch what KINDS of things you get those 1100 calories from, and you should be fine.

1. Doing sit ups doesn't mean your going to loose inches in your waist first, you might start losing weight in your face or butt first. The last place to take the inches off on your body is your waist, it doesn't matter if you target that area or not, either way it's the last place making it the hardest place to lose the inches.
2.Don't decrease your diet to under 500 calories, that might work for a few weeks or so, but you need to find a diet that you will stick with for the long run, otherwise as soon as you bump back up to the recommended calories a day you will pack on the weight. Also, your body needs fuel so eating less that 500 calories is only hurting your workout and ultimate results.
3.If you don't do your excersize during the night then after dinner make sure you go for a BRISK walk that actually works up a sweat, remember if your not sweating and getting that heart beat up then your doing no good.
4. Stay away from pop or anything with abundance of sugar, try a water only diet (for your liquid intake).
5. If you do a lot of cardio that's great, but if you continue that and add in a moderate to intense muscle building program for as little as 3 months you will see significant results. Cardio only does so much, lifting weights and building muscle does miracles in the fight against fat loss.
6. MOST IMPORTANT --- Stay stress free if possible, stress can pack on pounds faster than eating sometimes, it's amazing what stress does to one's body.

The only thing I can suggest is that you forgo the full situps and do half-situps. Actually, half-situps are probably more helpful to strengthening your lower back muscles too.
Now, as long as you mentioned upper body strength and the like: Instead of doing pushups, stand in a corner of a room with one hand on each wall and push.
You have to get into this type of thing gradually.
I've found too that decreasing my calorie intake and just doing everyday things like walking help to reduce my waist size.

Go to your local bookstore or Wal Mart and buy "YOU: On a Diet-- a Guide to Waist Management" By Dr. Mehmet Oz. It's a fantastic book!! You'l laugh so hard, but you will learn all about weight loss and how the body uses food and how to shrink your waist. He gives a meal plan and exercises that take about 20 minutes to do. No kidding!! Read this book. It's a MUST. I'm NOT spamming, either. This book changed my thinking about everything. I'm getting ready to start the plan now and I'm actually excited about it. Good luck. Losing weight and being healty is the best thing you can do for yourself and the ones you love.

You might try a standing sit up (forgot the real name)
While standing, Clasp your hands behind your head, Bend over and touch your left knee with your rt elbow, stand back up then bend over and touch your right knee with your left elbow.
A 2000 cal a day diet is recommended for men
