This question is refering to my first question scenario - because of our hurricane code down here in South Florida, would it mandate that there is metal in the first 2" from the ceiling in my enclosed porch. I am on the top floor, which is the third floor.
Thanks

There are rebar detectors made for concrete. They will also measure the depth of cover (how deep the steel is in the concrete). Not surprisingly they are called cover meters.
Typically they are used by engineering companies who assess the condition of reinforced concrete structures. It would be a rather expensive proposition to have a cover survey performed. How deep are you going to drill? It is usual to have a minimum of 1" of cover over the steel on the bottom side of the concrete. If you are just going to drill a hole for an anchor then go for it without worrying about the steel.

Metal detector should locate metal no more than 2 inches deep. You should also be able to locate the grid with the detector and drill between metal rods.

There is NO DEVICE That will detect metal in concrete buried a few inches into it. What is done, is a 1/4 inch slot is cut, using an abrasive wheel saw. As soon as the steel is hit with the abrasive saw, a bright red stream of steel sparks quickly indicate the presence of "steel rebar" in the concrete.

You can rent the abrasive saw at a Rental It is gas driven and the whole cut only takes a minute or two and you can easily spot the steel rebar yourself.

You may have to ask a contractor about this, just give them a call and ask. Seems to me that there is a product out there that can tell if metal is in wood, but I'm not sure if there is one for concrete. But they would know all the requirements.

You need a hammer drill firstly. A normal drill won't do. Then you need a carbide bit to get into the wall, and then you need concrete anchors for the screw to have something to screw into.

There are metal detectors sold specifically for finding nails in studding, etc. Go to a Home Depot and ask them.
