Usually a divorce or other family situation, statement needs to be
posted over a given period of time to make public notification that
you're not making "bounced" checks right or paying any other bills
contracted in your name by anyone excepting yourself in person.
It relieves you of some legal responsibility.

Sounds like a divorce situation. Until it is final and everything is divided-this person doesn't want to be responsible for any debts the spouse may incur while they are still legally married. I am not sure this is legal but...

In cases like divorce, this is a legal way to not be responsible for future debt from ex spouse. Has to run in newspaper of record for a week, I believe.

That is usually posted in divorce or death notices where the ex spouse or next of kin do not want to be responsible for the debts of the ex or the deceased.

The person posting that legal notice is letting all creditors know that they will not be responsible for any debts incurred in his name but not by him, ie. ex-wife etc...
