Do not use a powdery foundation. Use a sheer formula for dry skin. If you can get a more expensive one, go to a fine department store and they will set you up. It might cost more, but you will get much better results. Otherwise, go for the Almay or some similar hypoallergenic brand, and look for a formula that is tailored for dry skin.
Also, some foundations are a light formula with a facial creme base. They give your face a hydrated feeling and have the foundation in it.

If you have dry skin you may try cream or oil based foundation. Water-based or powder foundation are usually great for oily skin. Also be careful if you have sensitive or allergy prone skin, use the hypoallergenic or those specifically for sensitive skin.
I have combination skin which is more prone to dryness so I kinda based this answer from my real life experiences.
L Oreal products works well with me. Though I really did a lot of experimenting and tried lots of products first.

Try maybelline pure, which you can purchase in a drug store. It's great and the most safe one from a drug store. However, I use Bare Escentuals and they are great. You should just mosturize your skin before you put on the powder foundation but if you want that than try the liquid foundations or the mousse.

Try a water based foundation. Make sure none of your products contain mineral oil, it is toxic, drying and is the second leading cause of skin aging after the sun! let me tell you i have tried everything literally, if you have problem skin like oily and breaksout easy try these steps get the proactiv package, it comes with a 3 step solution, wash/microscrub, a toner, and a moisturizer. but you should use another moisturizer bc this kinda makes your skin a little dry too but it works. and i have found that the moisturizers from your local store that are inexspensive are just as good as those that cost a $100. olay, loreal, and ponds are the best bare minerals is a good makeup and it does provide a little moisture. covers great too.

Though it's a bit messy, going with a Matte Mousse or a Cover Girl liquid foundation may be the best move. Both moisturize, protect and sexify your skin and you'll be looking better than ever. Hope I helped girly!

After washing your face, always use a moisturizer (clinique is good) and then use a foundation geared for dry skin. The moisturizer will help a lot. Always apply it before you put on your foundation.

i also have very dry skin!!1 ur not alone in this 1 and i find that a liquid foundation is best 4 dry skin. try 1 that is specially formulated 4 dry skin.

i will say cream is a robust beginning place. in case you get a decrease priced liquid, that's going to crack on your dermis at some situations which no one needs. I even have dry dermis too and that i take advantage of a cream beginning place from Sephora which relatively works. :) desire this helped
