I live here in Ann Arbor and I have to say that Stefanie is basically correct. I really doubt that the University of Michigan has more "Open Minded People," just more people who THINK they're opened minded. Also more people who think they are more of everything.
My son was like Stefanie's roommate: wait-listed for UofM, so he wound up going to Michigan State and was a lot happier going there. He was absolutely grateful in the end for UofM's "bizarre admissions procedures." However, I should note that those procedures are now being changed.
Disregard any drinking rankings you might hear, as I have yet to find a campus where the drinking scene is not a prominent part of the culture, and that includes the UofM. However, any large and diverse campus will also offer plenty of alternative options for socializing.
Off-campus housing in Ann Arbor is expensive and not of the best quality. It was cheaper and better in East Lansing, and it's cheaper and of the same lower quality (as Ann Arbor) where my daughter goes to school, so I've been able to compare. Michigan State offered plenty of student parking; UofM offers none. I don't know anything about Madison to help you.

Being honest, I know quite a few people who go to Michigan, and most of them are kind of snotty. Doing anything down there is quite pricy (some clubs make you pay dues of 150 dollars just to join), and you're pretty much taught by grad students; the professors lecture in an auditorium, but the grad students are the ones who give tests, answer questions, etc. They also have bizzare admissions procedures; they take some people with low ACT scores and average GPAs over more qualified people, so that they can fill their quitoas for certain fields. For instacne, if you are from out of state, are a minority, or are a female who wants to go into engineering/the medical field, you probably won't have a problem. If you aren't one of the three listed above, you better be very intelligent, or you won't get accepted.
Some people love it down there, so I guess that decision is best left up to you. I know my current roommate applied there, was rejected (after being on a waiting list for 5 months), and in the end, she's a lot happier that she's not going there (we go to Grand Valley State University.)
I don't know anything about the University of Wisconsin, so I can't help you there.

It will be what ever you make it, but beware the liberal propaganda machine that emanates in abundance from within...
