Coral snake -- vemonous, not likely you'll see one in the wild (red, yellow, black)
Milksnake -- looks like the Coral, very popular as pets (red, yellow, black)
Kingsnakes -- depending on type, rings can vary with many different colors. Black/white, red/with, etc.
Cornsnakes -- many different varities in about every color you can think of. Most are not rings however and have saddles and blotches
Ratsnakes-- same as corns, many different colors

There are other various snakes that will have rings and colors but these above are the most popular.

They are several snakes that have bright rings. There is the coral snake, which is highly venomous, and therefore is illegal to own in most areas (http://en.wikipedia.org/wiki/Image:Coral_snake.jpg). There are kingsnakes which may or may not have bright rings (The California kingsnake, which is probably the most common has black and white rings), but there are few colorful ones (http://en.wikipedia.org/wiki/Image:Serpent_roi_bandes_grises_01.JPG)
You're best bet for a colorful snake with rings is a milksnake, specifically a Honduran milksnake. Virtually all milksnakes, however, have striking colors (http://en.wikipedia.org/wiki/Image:Red_milk_snake.JPG)

The coral snake (poisinous) and the milk snake (not poisonous)
and the king snake (nto poisonous) you can tell fia a snake is poisonous or not by looking at the eyes. A ratle snake has thin pupils which means it poisonous and a boa has large pupils which means it isn't but it can still kill!
