Is releasing people a sin? Suppose some broke rules three times. Now to punish them, why do some community release them?

These are not homework question. These are discussion questions. I just want to know your opinions. Yes, I made these questions from the book "THE GIVER". I don't know How did I do this? Just help me out by sharing your opinions. I just have to know that can we anwser those question or cannot. Why? Because I don't have to answer them. My friends have to answer them. So don't worry about copying.

Some People feel that it is not good to repay evil with evil. They believe it is better to forgive and allow the person to re enter society and be productive. Hopefully the person have learned from their mistakes. I certainly believe that if the person paid for their crime by doing the penance appointed by the judicial system(jail time or community service or pay a fine), then they should be able to return to society and have a chance to start again.

It all depends on what the person has done to be incarcerated in the first place.
I would NOT want a homicidal maniac or a serial rapist or a child molester released EVER. These people are sick beyond curing and should be forever separate from society to protect society.
That said, I think prisons -- and especially those in the United States -- are way too full of people who would be better off being rehabilitated in some sort of community service or other supervised program. And I think the California three times a crime, throw the book at the perpetrator (and the cell key away) rule is crazy.
